THE FORMAT
The Format includes the drafting of a Position Paper collecting the operational proposals emerging from discussion among the Experts.
The Position Paper is developed through a collaborative process involving regular virtual meetings among the experts and concluding with a final in-person Drafting Session dedicated to reviewing, finalising and sharing the definitive text.
The development of the Position Paper culminates in an event dedicated to presenting and sharing the results, providing an important opportunity for dialogue among experts, institutions and representatives of the business community.

The Position Paper, prepared by the Osservatorio Golden Power with contributions from academic, institutional and professional experts who met in Madonna di Campiglio for the first Experts Talk Golden Power edition, proposes a comprehensive revision of Italian legislation on special powers, to make it more coherent, predictable and effective in protecting national strategic interests.
Starting from an analysis of the current state of affairs and the main issues that have emerged in the practical application of the rules, the document sets out specific proposals for substantive and procedural reform. Its main purpose is to propose concrete solutions to improve the coherence and systematic organisation of the regulatory framework, making it clearer and more predictable for all stakeholders. The ultimate goal is to provide a national legislative instrument that enables the Italian Government to focus its scrutiny and exercise of special powers on foreign investments and transactions that genuinely pose a risk to the vital interests of the State and national security.
